The paper reveals that on August 13, 2008, Governor Arnold Schwarzenegger accounted the settlement of a landmark legal case about the equality of quality in California's public school system. The paper discusses how the settlement required all of California's public schools to provide, at a minimum, the basic necessities of educational opportunity: textbooks, safe schools and qualified teachers.
