From the Paper:

"The vocational education system in the country of Australia has undergone evolution over an extended period of time and some of the primary developmental milestones are stated to include: (1) Early 1800s when the "craft based apprenticeship system" arrived from England; (2) Early 1800s to 1960s: (a) Apprenticeships gradually expanded across various occupations however, this expansion was different among colonies, states, and territories; (b) The gradual establishment of technical colleges and technical secondary schools as well as other various technical, vocational and training institutions all of which received little funding from the government.(Robinson, 2000); and (3) 1970s to Present: During the 1970s the modern Vocational Education System was established with public funding on the national level. Funding was through Technical and Further Education (TAFE) institutes and the introduction of significant national government financial support for TAFE. The national government also introduced subsidies for apprenticeships in the 1970s."
