This paper examines the revitalization of a small city and suggests some concrete measures to improve the current deplorable social and economic conditions. The paper suggests that the city should focus on decreasing its rate of movement and it should restructure its fishing and boating industries by implementing modern technology. The paper also advises the city to focus on revamping its educational department and suggests that for those who are not too academically inclined, the government should provide the option of vocational training. The paper explains how these measures will revitalize the social and economic structure of the city.

"For Urban Revitalization it is important to assess the problems of the area accurately and to target the problem sections first. This is because if correct assessment is not done, the area under discussion would not be able to gain any benefits as the planning done in this regard would most probably get wasted. It is important to understand that when a project is started, the first step is to take into account the problem and then seek possible solutions. Once the solutions are available the best one should be implemented. The best alternative is determined by keeping in view the economy of the target area and the budget its government can allocate for complete restructuring.
"With Stafford the problems are numerous and therefore thy all need to be discussed separately in order to introduce some really concrete measures which when implemented would give positive results. Firstly, the city's population is decreasing, while the administration may be worried about this movement to West coast, we should not forget that the city is suffering from a weak economy and a very high unemployment level. In the face f this dual problem it is not really bad that some people have left the city, of course we wouldn't want complete desertion of the place but under the circumstances we can allow this migration."
