"Today I have the unique privilege of being a first term Mayor for the city of Lakewood, California during a fortuitous time when the city coffers are blessed with an additional one million dollars. The challenge posed by this situation is how to reward the obvious careful stewardship of the department managers in maintaining the fiscal diligence necessary for such a windfall and the temptation to spend these funds in a frivolous manner negating these efforts. As Mayor, I have been entrusted by the nearly eighty thousand residence dwellings in nearly twenty seven thousand households to effectively manage a fifty five million dollar budget..."
