"In the 1980s, under the Reagan administration, the Intelligence Community enjoyed tremendous growth. It also suffered a series of spy scandals that seriously compromised national security and outraged the public. Lengthy investigations produced voluminous reports but no change. Investigations into the Iran-Contra scandal discovered agencies, including the CIA, circumventing intelligence oversight requirements and recommended tightening controls and reporting requirements."
"The 1990s, brought chaos in the wake of the end of the Cold War. Iraq invaded Kuwait and the US responded with overwhelming force. Once again, CIA and military assessments were at odds with one another. Moreover, the war highlighted the difficulties the several services still had coordinating intelligence activities."
