The paper relates that on September 20, 2001, President George W. Bush delivered a special address to Congress following the 9/11 attacks. The paper reveals that while the rhetorical genre of the state of the union address was over two centuries old at the time of the address, Bush's speech belonged to a special subgenre: only one other address, that of Franklin D. Roosevelt in 1942, had come immediately after an act of war committed on American soil. The paper discusses how given that Roosevelt had predicted an attack on America in his 1941 address, a prediction he was not beyond rhetoricizing in the 1942 address, Bush was actually in a unique situation, as he had not laid the groundwork to prepare his audience-nominally Congress, but actually the entire United States and much of the rest of the world-for either the significance or the repercussions of an event like 9/11, as Bush had utilized part of his earlier 2001 address to advertise the benefits of missile shields and did not mention the threat of unconventional terrorism.
