From the Paper:"An underlying issue that determines regulations of any non-profit organization is its tax exemption status. Not only are these hospitals exempted from paying huge taxes on things but are also able to utilize the tax-exempt debt, thereby reducing the cost of borrowing money for capital goods and items. To avail this tax-exemption hospitals are required to have their patient mix, emergency room availability, the board of directors, medical staff privileges and other benefits, and a variety of programs such as medical research, professional education and uncompensated care and community welfare programs in accordance with the regulations put forward by the IRS. In addition to that, it may not be an action organization that is it cannot strive to influence legislation as a substantial part of its fundamental activities and is also liable to refrain itself from participating in any political campaign or stand against any political leader."
