From the Paper:"The HTML language was produced and defined by applying SGML from October to December 1990 while the first Web browser was being developed (HTML Overview). In the beginning of the first version, the browser was made to work on the subsequent platform and to operate "text files" (HTML Overview) only. Later on, the exact method for HTML was released on the Internet in the year 1991 (HTML Overview). In the following years, this system remained on the Internet and the "web of documents" constantly grew in size. Programmers were given access to documents released on the Internet by forming a public library (HTML Overview). Browsers were made accessible for many platforms. The variety of these platforms grew in number with the increase in the equipment. In the year 1993, another draft defining webpage was released. However the Internet draft later ended. An introductory document was released for HTML 2.0 in April 1994."
