From the Paper:
"Distance learning is "the fastest-growing segment of education" according to Mick O'Leary. This represents a sea change for a method of education that has exited since at least the eighteenth century. This sudden shift is a consequence of the Information Technology (IT) revolution. It has made possible interaction and feedback that was impossible, or hopelessly slow, only twenty years ago in the age of snail mail."The IT revolution is most commonly invoked in the context of globalization and trade liberalization or computer-assisted design and manufacturing (CAD/CAM). However, it has also had a tremendous impact on distance education. With e-mail and file sharing students can submit assignments instantaneously. Moreover, with real time chat programs and synchronous distance learning (distance learning with regularly scheduled electronic tutorials or chats) instructor-student interaction is as direct, if electronically mediated, as face-to-face tutorials. Additionally, the range (from text to video) and quantity of information that can be collected on a Website far exceeds what could previously be done with texts and audio or videocassettes. In at least these three significant manners the IT revolution has had the potential to significantly change distance learning."
