From the Paper:

"Many strategies for ensuring student safety have been proposed, from simple to extreme and costly measures. One of the most common used strategies is to allow the students to move from place to place on campus in groups. When a student is sent to the office or on an errand two students go. The belief behind the concept is that the students are less likely be involved in any mishaps if they are in groups of two or more. Students stayed home from school or drop out because of fear of being physically harmed. Schools must have a "No Bullying" program in place that allows a student to anonymously identify any student trying to bully another student. Anonymity removes fear of retaliation and can provide the administrator, staff, students, and parents valuable information which can assist in confronting, and defusing difficult situations. "No Tolerance" policies and consistent, enforced discipline programs must be part of the school environment."
