Description:
This paper is a simulated briefing to the Congressional Committee headed by Robert Kennedy regarding intelligence about Cuba and the missiles it placed in the direction of the US. First, the paper outlines what the missile sites contain. Then, it considers the impact of a Washington Post article that leaked information about the missiles to the American public. This is followed by a discussion of military options in response to the missiles. Also considered is the possibility of negotiations to eliminate the missile sites in Cuba which could be expanded to include other strategic sites held by the USSR, namely Italy and Turkey. The memorandum/paper concludes by recommending negotiations as a solution to the crisis.

"In this state of heightened concern, with regard to the cold war and the Russian belief that the US administration is poorly prepared to resolve the situation is of grave concern. The 1961 development of limited negotiating power with Nikita Khrushchev and his advisors does not necessarily bode well for attempting to force Russia's hand to remove such missile sites, or convince Cuba a new ally and protectorate of the USSR, as the USSR had taken opportunistic advantage of the communist leanings of the Castro rebellion during the civil war and created allegiance despite, to relinquish involvement.
