The paper addresses the issue of transsexuality, also termed 'Gender Dysphoria' and describes the transitional, sex-change surgery. The paper explains that professionals use the term "transgender" as an umbrella term for all people who in some way - secretly or in public, part of the time or all the time, in dress or in behavior - express gender feeling that does not match their anatomy, hormonal systems and genetic makeup. The paper considers the causes behind this disorder and touches upon the controversy attached to it in society. The paper also identifies the criteria that every individual must satisfy in order to be eligible for the transitional surgery.

From the Paper:

"The price tag on transgender or sex-change operations is not cheap -- they typically cost about $35,000 for men wanting to become women, and $77,000 for women wanting to become men. Some claim that transgenders have a hormonal development abnormality and should be treated no differently from those wanting corrective surgery for congenital defects, like cleft lip and spina bifida. A surge of hormones just before birth determines a person's psyche or how they feel within themselves, one of the essential ingredients of "gender". Males need a rush of female hormone, estrogen, from the adrenal glands above the kidneys, to feel male. Women need a peak of androgens (male hormones). An enzyme deficiency at the wrong time and a person is born with a psyche mis- matched to their bodies. These people are trapped in the wrong body and they cannot really function unless they feel as though they are complete."
