"Cutting traveling time and costs are two of the factors which influence where and how the highway will be constructed. This in turn influences how the bridges are maintained and what the service life expectancy will be.
"An organized and efficient management system needs to be in place, for inspecting and forecasting bridge maintenance requirements and techniques, to ensure that bridges are maintained effectively using the best available methods. The overall need of the highways system and the costs will determine what type of maintenance work is carried out. The management system will ensure that engineers are aware of possible failures before they happen. This allows time to use alternative methods of correction, which will be less costly than a disastrous unknown defect, which may lead to more expensive correction methods being employed to secure the safety of the bridge structure."
