The paper relates that the city of Los Angeles was formed using a different model than many of the large cities of its day. The paper explains that facing the challenge of creating a city that didn't have the natural advantages of geography, the government and its industry set a path towards growth by building a community that invested in its own economy. The paper discusses how this was accomplished by promoting relationships between the government, people and the business and infastructure that make a city great.

"Los Angeles, unlike many high growth areas of the early 19th century, didn't posses the attributes which generally attract large numbers of people stimulating economic growth and development. Without the distinguishing physical characteristics that traditionally are found in large urban cities, the prospect of it becoming one of the largest and most successful cities in America seemed unlikely. Still, there were entrepreneurs who felt that there was an opportunity to develop this into an area that could foster growth and economic prosperity. The idea was to utilize a combination of government and private sector investment to help..."
