This paper examines why the Russians are so troubled at the eastward expansion of NATO within Europe. Specifically, the essay addresses how Russian political elites see NATO's growth as evidence of American hostility and of American willingness to use force to nudge Russia towards the adoption of US political and democratic values. At the same time, the paper also points out how Russian elites who were a part of the old Soviet order are no doubt displeased by the expansion of NATO for various reasons.
