"In 2006, some of America's largest retailers visited the Office of the Secretary of Transportation to complain that the highways and the transportation infrastructure needed to be fixed. Their concerns were that the transportation infrastructure was making it difficult for them to meet delivery deadlines. They argued that delivery deadlines were easily met when good transportation infrastructure provides trucks the available means to transport three-quarters of the nation's goods."
