"The production possibilities frontier can shift inward if there is a reduction in the ability to produce one or both of the goods. Such a shift can be caused by several factors. A natural or man-made disaster can cause damage to infrastructure making it more costly to produce a good in terms of resources. An example would be Hurricane Katrina, which wiped out much of the Southeastern United States' economy. An increase in prices for basic commodities can also shift the curve inward."
