From the Paper:

"Traditionally, nations, like people, have been assumed to act in their own interest. The question is whether this is changing in the globalizing world, with nations in closer and more constant interaction with other nations. The further question is whether this should change, particularly for the United States. Should the United States pursue its own interests, with the risk of worldwide condemnation? The alternative is for the United States to make global considerations more of a priority that narrow national interests, perhaps to mend its image in the eyes of the world."
