This paper discusses the nature and characteristics of graffiti art and focuses on Los Angeles, a city where graffiti art is a topic of great debate. The case is made that wanton scrawling such as that done by "taggers" and gang members should be actively policed. At the same time, the assertion is made in this paper that graffiti artists creating elaborate murals referred to as "pieces" are urban artists and they should be given a lot more latitude and support for the freedom of their form of artistic expression. The onus is put on the city of Los Angeles to allow for more graffiti art and refocus policing endeavors on more pressing issues such as illegal immigrant related crime.
