The paper describes the evolution of workplace ethics, law and government policy regarding the vocational environment. The paper looks at the exploitation of children, dangerous, unsanitary working conditions and overt racial and ethnic discrimination in the workplace of the past. The paper contrasts this to today, when federal, state, and local law establish harsh penalties for impermissible discrimination and violations of civil rights and privacy in the workplace. The paper does note, however, that even with the regulation, it is still impossible to guarantee high ethical standards in the workplace.

"The vocational environment in the United States is a reflection of American values and social philosophy. Ethical issues in the realm of professional employment have developed throughout the history of the country and paralleled the evolution of American law, democracy, and government policy. During that time, the country passed through periods of normalized human slave trade and ownership, comparative lawlessness, institutionalized racial and ethnic bigotry and persecution, discrimination in the workplace and elsewhere in society until the Civil Rights era of the 1960s reshaped American society and raised the ethical bar in connection with equal justice and opportunity for all (Dershowitz, 2002)."
