From the Paper:

"Effective performance appraisal must focus on the prime directive of performance appraisal: The improvement of organization performance. This means that performance appraisal must be coordinated with the company's strategic plan. Specifically, the objectives of organization performance must be identified. In the health care setting organizational objectives may be "increased quality of care, an effective treatment course, and possibly a shorter and less expensive hospital stay." In the educational environment objectives might be student evaluations and/or student success and/or research publications. In a manufacturing environment the objective could be greater productivity, cost reductions, better inventory control or a host of other objectives.
"Effective employee appraisal must be directed toward achieving the department's and the company's strategic plan and objectives. This will vary from industry to industry and situation to situation. At all times the appraiser must realize that all of his comments and actions must be directed towards improving the organization's performance--always the goal of effective employee appraisal."
