The paper discusses how the discourse of equal opportunity does not work that well in a democratic society because, in large part, assuring equal opportunity requires government action and the imposition of certain rules for decision-making on businesses, schools, and other institutions. The paper explains that a democratic society is based first on the view that the people as a whole make all decisions.
