The paper reveals that child abuse and maltreatment is very common across North America; in 2003, child welfare agencies received more than three million reports of child abuse (Dorsey & Mustillo, 2008). The paper asserts that in any situation of child abuse, everything depends on assessment which is performed for the sake of prevention and this includes prevention of further abuse to the child as well as the abuse of other children at risk. The paper looks at how Lambert (2008) reports on the case of severe physical abuse by a mother and her boyfriend which resulted in a young girl's death, and the case resulted in a review of the child welfare system and highlighted problems with assessment.
