For an area to be able to unleash its economic potential the infrastructure for the transportation of man and material is required. Transportation also helps in establishing the social fabric of communities. Better access provides a poor person a conduit to create a business or engage in gainful employment. Transportation policies however, should also be based on equity and efficiency."
