From the Paper:

"As a member of the management team for Siva, a leading international creditor, the inception of total quality management as the leadership option for the company has come as a surprise. After all, as a financial institution, Siva does not have a visibly perceivable product. However, the company recognizes that its product is found in its sales transactions, customer services, and the facilitation of resources for those businesses and individual clients who require them.
"Within the Human Resources department, the creation of a TQM system is believed to be more fundamental to the success of the company than in any other area. Due to Siva's heavy emphasis upon connecting to the customer, those in Human Resources are the most likely to act as the sellers of Siva's product (e.g.: its services) to the potential customer, and also are those who are most likely to determine whether a customer will remain with Siva when given the choice to move to a competing company."
