From the Paper:

"Epilepsy is a chronic disorder characterized by recurrent seizures. Seizures are paroxysmal, abnormal electrical discharges of the central nervous system that cause the signs and symptoms that interfere with normal functioning. Any neuron, or group of neurons, can be provoked or made to discharge abnormally given the right condition. These conditions may include electrical stimulation, changes in the metabolic environment, or drugs. Seizures can also be unprovoked. Therefore, everyone has a potential, or a certain threshold, to have a seizure."
