Following the introduction, the topic is divided into three sections which include an historical analysis, an evaluation of enforcement practices, an overview of societal behavior, and a discussion of the current controversial debate regarding prohibition vs. legalization of drugs (For purposes of this report, drugs is defined as those currently illegal substances that alter consciousness).
