From the Paper:" Phase transfer catalysts (PTC) increases the calibration of reactions between nonelectrolyste substrates found in organic phases and increase catalyst rates of ionic reagents in the aqueous phase (1). Onium cations and neutral complexants are the primary catalysts which accelerate interface transfer for inorganic cations (2). PTC's serve an important function, extracting the anion or neutral compound from the aqueous phase, stimulating transfer to the organic reaction phase and enabling the anion..."
