From the Paper:

"Construction contracts involve several relationships. First of all, the usual party is the owner of the property and then the architects, engineers, and the various consultants to the owner, the financial institutions from where the huge loans are taken from, the general contractor, subcontractors, and suppliers along with their salesmen. Within the contract, each individual has rights as well as responsibilities to conduct the project in a mature manner.
"The owner of the property has some tasks to do in this process as well. The owner is obligated to pay the contractor and the architects, engineers, and consultants that are working on the project. The owner must also have the licenses and permits that vary from state to state and local agencies. The owner must also make sure the property is a safe site for the workers' to work on. If there is a dangerous situation that could harm the workers', it becomes the responsibility of the owner to warn people who are at risk. For example, if the woner knows about the dumping of waste on his property, he must inform the workers and the others' concerned about the risk of the resulting injuries."
