The paper shows how as events have occurred over the last forty years, the issue of human rights has gained and lost significance depending upon the immediacy of other factors.

"Turning our attention at this point to a literature review, it should be noted that previous research has confirmed that the more conservative political elements in the
United States have always maintained in their literature and publications that the People's Republic of China is an authoritarian state in which the Chinese Communist Party is the paramount source of power. They have always asserted that human rights violations are widespread and well-documented, and that they stem from the Chinese authorities' intolerance of dissent, fear of unrest, and from the absence or inadequacy of laws protecting basic freedoms.
"According to this literature, abuses include torture and mistreatment of prisoners, forced confessions, and arbitrary and lengthy incommunicado detention. Prison conditions are harsh. The PRC government has placed severe restrictions on freedom of speech, freedom of the press, assembly, association, religion, privacy, and worker rights. In many cases, the judicial system denies criminal defendants basic legal safeguards and due process."
