This paper provides a discussion concerning the effect of organizational culture on the implementation of corporate and business strategies. An analysis of the cross-cultural differences that exist among individualistic cultures such as the United States and the United Kingdom will be made with those collectivistic oriented countries the Middle East and the Arab World. A summary of the research and important findings are presented in the conclusion. The paper uses charts, graphs and various data to provide evidence for the paper's perspective.

"Taken together, it would be a logical extension of the foregoing considerations to suggest that organizations with strong cultures enjoy a competitive advantage over those with a weak culture, but when it comes to implementing strategic changes, this logic does not necessarily hold true. Although in nature stronger may be better than weaker, the analogy does not transfer wholesale to organizational settings. Because many members of an organization with a strong culture subscribe to the same philosophical tenets concerning how the business should be operated, it may be extremely difficult to implement substantive change in these environments. In this regard, Nahavandi and Malekzadeh emphasize that, "A strong culture can be an impediment to success, as a strong culture resists change. If values are deeply shared by many people, they become difficult to change. Organizations with weak cultures may have an advantage in times of turbulence or decline when organizations are considering drastic strategic reorientation and massive internal changes" (p. 21)."
