This paper will explore the argument that development works best when it is in the geopolitical interests of a powerful nation or group of nations. This work will be exploratory in nature, and no set hypotheses will be tested. However, available data for a specific group of nations will be examined. The bulk of the paper will be contained in the review of literature, where the theoretical framework will be constructed. Later, that construct will be applied to the case of the Transcaucasus region (Georgia, Armenia, and Azerbaijan).
