From the Paper:"In 2005, the national Head Start program celebrated its 40th anniversary, the now nation-wide network of projects and services attributed to President Lyndon Johnson's War on Poverty of 1965 that build upon pre-existing legislation and programs that varied greatly from state to state. Low income children were to benefit from a federally supported State Preschool Program and networks of preschool facilities guaranteed by Children's Centers legislation owing to a day when equality of educational opportunity was seen to hold the answers for the American poor.
