The paper argues that the anti-crime bill is very ineffective because it emphasizes punishment without emphasizing the resolution of the factors that drive crime in the first place; it may also be said that the anti-crime bill will increase incarceration costs - which is problematic because there are already tens of thousands of individuals in Canadian prisons at the present time.
