"Sadly, a growing body of research indicates that the elderly are some of the most highly exploited individuals in the United States. The elderly are frequently subject to conditions which are below the standard of living enjoyed by many citizens, simply because they no longer are able to act as their own representatives and have limited aid from others to help them do so. These conditions generate horror stories concerning the conditions in which the elderly often live, especially those that did not enjoy a higher standard of living during their youth.
"One example of type of situation is found in the problems of providing the elderly with safe and affordable housing. The elderly are often subject to poor living conditions for the reasons already described. In order to help the elderly avoid the loss of a safe or a comfortable living environment, the U.S. Department of Housing and Urban Development (HUD) has initiated the HOPE program for assessing the needs of the elderly in respect to their housing. The program is in its fourth generation and has recently been examined in terms of its effects on the elderly communities."
