The paper looks at how Francois Mitterrand intermittently controlled France as the country's President between 1981 through 1995. The paper describes how Mitterrand was aggressively determined to restructure many major aspects of France's infrastructure, including changes to what Mitterrand perceived to be economic and social disparity among citizens from different classes.
