The paper addresses three of the most pressing concerns facing the American public education system, namely, the absolute failure of the NCLB philosophy, the problems associated with current hiring and retention practices and the outdated methods and materials used to present lessons in public education. The paper discusses how all three elements can be addressed throughout the educational system, and asserts that if the U.S. hopes to continue as a leader in trade, technology, and business in the global international community, it must rectify the situation.

Comprehensive Reformulation of the "No Child Left Behind" Concept
Re-Evaluating the Hiring, Retention, and Tenure System
Active, Inquiry-Based vs. Passive, Lecture-and-Textbook-Based Learning

From the Paper:

"In principle, the purpose of the NCLB approach to American educational reform was to reduce the learning gap between students from racial minority and economically disadvantaged communities and their counterparts from more privileged communities (Caillier, 2007). Certainly, the objectives of the NCLB program were laudable, but the conceptual framework was fatally flawed from the outset and instead of improving American public education, many educators believe it either achieved very little or even contributed further to the problem (Darling-Hammond, 2004; Mooney, 2005; Sonnenblick, 2008)."
