From the Paper:

"At first many of these definitions seemed quite suitable in accurately defining public relations. It was not until I saw each definition behind one another as I went source to source that I realized many of the definitions I either disagreed with altogether or were missing bits and pieces of what I thought was important enough to include. Take for example Frasier Seitel's definition, not all public relations candidates or speakers are reading or speaking from a planned and outlined note card that has been revised and drafted. I consider faith speakers or evangelists to be a public relations speaker on religious topics and they often stray from their planned speeches to say things that come from the heart that are not necessarily planned but are to influence beliefs. I do not think that all speakers are intending to influence public opinions about subjects either and that is another reason I reject this definition."
