"Although some people may consider such action harsh, I feel that athletes who abuse drugs and test positive for substance abuse should be permanently banned from future participation and competition. Current policies are not proving very effective, primarily because enforcement is lacking. There are many reasons for such a tough but realistic policy, among them the negative health impacts upon tens of thousands of athletes of allowing substance abuse to continue, and the negative psychological aspects of leniency, which encourages further abuse.
"As important as the substance abuse issue is regarding the personal health of the violator, the psychological elements are perhaps even more important. Not banning athletes for substance abuse sends the wrong message to all athletes that they are special people and that the rules don't apply to them, and, in the case of the secret use of steroids or performance-enhancing drugs, punishes those athletes who are competing fairly and not winning by relying upon illegal drugs."
