"The government of Ontario appointed the Education Quality and Accountability Office (EQAO) in 1995, as an independent agency to evaluate the quality of education in the province. One of the most important things EQAO does is to administer province-wide tests. These include the Ontario Secondary School Literacy Test (OSSLT) for Grade 10 students, reading, writing and math tests for Grade 3 and 6, and math tests for Grade 9 (EQAO, Sept., 2005).
