The paper further discusses how early childhood education programs can later make a difference in academic, economic, and social areas. Specifically, the paper notes the importance of early education and highlights how the government and private institutions have begun implementing programs to encourage the growth and popularity of getting America's youth into an academic setting as early as possible.

From the Paper:

"The Head Start program is a government funded program and the current administration's answer to the problem of American children not getting the sufficient early education which has proven essential in a stronger foundation It is also meant to help foster the necessary elements of a positive learning environment which has proven to be much more effective than less stimulating environments. Much effort is being spent encouraging the right type of atmosphere in order to make the most out of early education programs. Without the right environment, the child tends to loose focus and not efficiently ingest the basic meat of what is being taught to him and her. Therefore the government has established programs to not only effectively reach out to educational institutions to prepare a better early educational environment, but to individual families and parents as well."
