Current concerns regarding compensation for teachers involve more than pay. Redesigning comprehensive compensation programs requires values clarification which affects organizational goals, norms for teachers and children, the place of teachers in the culture, their relationship with other teachers, and management strategies in administration (Odden, 1992, p. 81).
