This paper examines the literature regarding the topic of testing students with special needs. It concludes that the danger of under-screening for disabilities and learning difficulties is greater than the danger of simply pushing a child through a mainstreamed system until the child grows frustrated. It looks at how the problems of labeling and tracking students too early, with too little data, have yet to be eradicated, since even the tests designed to measure the competency of ordinary learners are imperfect.
