The Safe Streets Act was introduced to, in its own words, to prohibit aggressive public solicitation and the public disposal of dangerous things. Despite the wide range of interpretations this law may engender, its basic premise was founded on the restriction of activities of panhandlers and those living on the street. The Act makes it illegal to panhandle near bank machines and bus stops or to wash car windows on a roadway. Many state that the law is a vicious attack on the poor and the homeless, and that it reflects earlier vagrancy legislation in the United Kingdom which was brought to light and highly disputed by academic researcher William Chambliss.
