International Environmental treaties have become more and more common in recent years as fears about the decaying state, or at least perceived decaying state, of the natural world has sparked high level discussions among national leaders. This paper examines three international conferences or summits, the Earth Summit in Rio de Janeiro in 1992, the Kyoto Protocol of five years later, and the recent Montreal Conference, and describe the successes and shortcomings of each.
