Merit-pay systems alone do not fulfill the need for personal satisfaction that is essential in securing the commitment of the individual. The overarching goal provides a common vision, a similar frame of reference for all, that is effective in developing employee cooperation. If members buy into the same goal, it becomes likely that they will behave in ways that are compatible even if they have strong differences with each other. When the overarching goal is implemented with a series of individual goals, motivational properties are maximized."
