Prior to a teacher's performing a formative evaluation, he or she must decide the instructional goal and objective relative to the given student. That is, the teacher must decide where the current performance level is for the student and which level he or she is to attain.
The purpose of the educator's formulating the goal and objective relative to a given student is so that he or she can consider on a systematic basis all information about the student from relevant sources. Such information could include general background, developmental history, school history, developmental constraints and/or abilities, the content knowledge-base, metacognition, and behavioral/socio-emotional factors.
