This paper answers three questions on criminal justice issues related to the Internet, beginning with the issue of identity theft. The victim of identity theft faces the major problem of convincing people that he or she is a victim. The paper illustrates how when someone steals another person's identity, they use the information to apply for credit, charge goods and perform other forms of theft that make it appear that the identity theft victim has purchased the goods or performed the other tasks.

"What are the difficulties encountered by victims of identity theft? Most companies that have been hit by identity theft crime are under the impression that the person who received the goods is the same person whose name is on the account, the credit card, the checking account or whatever other form of account was used. Such companies may also believe that the "victim" is only claiming to be a victim and has received the goods or services himself."
