"Government and police corruption happens because there is a negative backing to begin with. When the media broadcast things like police brutality that is unlikely coming from a base of high mentality. This is only the incidences that are reported, the ones the police could not keep out of the media. Motivation has deteriorated for everyone working in the police force of that agency, not just the officers involved. When law enforcement chooses to have strong, confident leaders, this makes an overall better society. Law enforcement agencies do not just choose leaders for that police department; they choose leaders for the entire society."
