This paper looks at the evaluation of teachers and administrators and on what factors they should be evaluated. It looks at what their different roles are and explains the different criteria that should be used in their evaluation.

From the Paper:

"Administrators and teachers should be assessed differently because they do different jobs. Teachers teach and they should be assessed on their ability to do so. Most of the assessment should be based on just how effectively they teach, how well they communicate with their students, how well their students learn and how well they do on tests, whether students interact with the teachers and how well they do so, whether the teacher is able to hold the students' interest in what they are teaching."
